Benjamin The laws clearly state that it is illegal to intentinally wheel a scrum with a penalty being awarded. It depends how often it is carried out and how good the referee is. However, going up on 3 to open up the attacking side of the field and negate the effectiveness of the opposition's flanker (6 or 7) and 9, is harder to referee and will normally not be penalised as it is only a partial wheel. It's legal depending on how its done.

Hi I coach Junior sides here in NZ 17 - 18 year olds we have been effectively using scrum calls where the scrum moves half a step towards the sideline and then puts in a huge push.  This is not intentionally wheeling but does take the open side loose forward and the 1/2 back out of play, or at least makes it more difficult for them.  This has been working well and as yet the worst has been a scrum reset.
